1. Europe is rich - in jobless and poverty! The European Network of
Unemployed (ENU) held a conference in 1994. It stated that there were 20
million unemployed and 50 million poor people in Europe at that time. The
pragmatics, or as Gorbacsov called them, the "global brain-trust" stated
in September 1995 in Fairmont that from the 5 billion people living on
the Earth only 20% of the habitants having work capability, i.e. about
500 million people, is needed for maintainin production so, the other 80%
is surplus.
In accordance to that statement the living conditions of about 4 billion
people depends on the social distrubution systems or their income-producing
capability, becomint independent from the globalized economy.
2. At the mmeting of G7 in Rome it has been stated that unemployment
was the most importan problem and they could not find any solution at that
time. The GJ7 has recognized , with the greatest surpsise and confusion
that, together with the increasing economy, the number of unemployed people
has not decreased proportionally. They cout not bie any solution. Blladur
has proposed crating the +Jungle market+. He hoped that application of
methods of the wild, open-market will cause some decrasing of unemployment.
Provided that the wasteful competition of non-coordinated participants
in the market will use more employees, one can tell they were right. But
it can hardly be imagined that multi-national firms will resign from their
monopole status, in order to increase the number of employees at their
competitors. History has already proved that the non-coordinated market
had caused overproduction crises. It is quite clear that the economic development
is connected to technical development and innovation.
These technical solutions have been resulting in saving workforce and
not decreasing problems of unemployment.
In our view technical development that aims primarily at decreasing
work-demand and not making easier the work itself can also cause unemployment.
We have also been recognizing that environmental pollution andtechnologies
that need hard physical work are exproted to the third World and cause,
at the sametime, increasing unemployment rate int the mother countries.
So, one can understand why the structure of unemployment has changed
in developpedcoutries. The unskilled workers and also people "released"
in consequence of decreased production went to the street. Development
and motivation of enterprises is not a good solution bacause owners will
not be able to achieve their extra-profit, taking into account the high
level of salaries in their county and so, they can not be forced to implement
technologies that use more human work.
If the owner has to decide on whether to make investment in equipment
or "speakin tool" it seems, as an evidence, that he would choose the more
productive mashine. The equipment does not need training, does not make
complaints and strikes, and can be handled easily.
Another way is to extend services. this is actually the sector demanding
more human work but the consumer being able to pay for suppliers of the
most tricky and "top secret" demands, are continuously wighdrawing. On
the other hand, manufacturers are more interested in changing their products
than in extension of their maintenance and assembly services.
The comsumers society is linked to extra-consumption.
3. In the developped countries self-organizing groups of unemployed people are supported in both the civile and the economic shere.
4. Extraction of production capital from mother coutries means also that manufacturers do no pay the taxes in their coutries and so, ther is more and more problem with handling unemployment from the resurce side as well.
5. The law of demand-offer also operates in the workforce market. Possibility of getting a job depends not only on the offers of empoyers but intentions and attutudes of unempleyed people, but finding each other creates also some demands.
6. Association of unemployed people can carry out hteir activity more effectvely that the official work centres.
7. Unemplyment is a complex problem It needs not only handling but crating
a strategy using a complex approach.
